Conciliation Procedure in the EU Legislative Process

The conciliation procedure is initiated by the President of the Council in agreement with the President of the European Parliament. At its heart is the Conciliation Committee, which is currently composed of 27 representatives each from the Council and the European Parliament. The Conciliation Committee has the task of reaching agreement on a joint text by a qualified majority within six weeks of its being convened, on the basis of the positions of the European Parliament and the Council at second reading.

The Commission takes part in the Conciliation Committee's proceedings and takes all the necessary initiatives with a view to reconciling the positions of the European Parliament and the Council.

Description of Conciliation procedure
The Concise Publication of the European Union describes conciliation procedure in the following terms: [1] Since 1975 budget disagreements between the European Parliament and the Council of Ministers have been resolved (in cases where the Council cannot decide unilaterally) in a 'conciliation committee' consisting of an equal number of representatives of each body. As the powers of the Parliament have grown, the scope of this procedure has expanded to embrace the resolution also of legislative disputes.
