Description of Unanimity
The Concise Publication of the European Union describes unanimity in the following terms: [1] EU decisions taken in the Council are subject either to majority voting or to a unanimity requirement. Unanimity applies to a dwindling number of areas, notably the Common Foreign and Security Policy, the raising of Community budget revenues, treaty amendments, new treaties and some aspects of Justice and Home Affairs.
